Both problems described are fixed in CVS as of Sept. 13, 2006.

Automatic generation of timestamps now uses a next timestamp variable that 
is computed by the current packet and used for the next one. This allows 
properly postincrementing the timestamps.

The RTP algorithm for breaking large buffers is now activated only for 
"alaw" and "mulaw" regardless of the timestamp and packet size matching. 
It will also attempt to break packets evenly.
