I feel we need to reach some kind of consensus first. Both about 
documentation and repository. Tools are just means. We need to set aims 
before choosing aims. Current aims(proposal):
1. make yate more friendly to novice users by providing better documentation
2. make yate more open to advanced users (like me) by making developing 
subprojects easier.

Reaching both aims will make community healthier.

To reach aim 1 we don't need any extra tools. Wiki is good enough. It 
needs some reorganisation/redesign.

To reach aim 2 we need both policy and tools. CVS(nor svn) does not 
allows distributed development. Git seems the best 
way(http://www.youtube.com/watch?v=4XpnKHJAok8).

Question is whether to set up separate repository for things like yaypm 
or not?
