Is libyate.so something other software could make use of?
(I know it's a shared library but could any other application want
to load it?)

If it isn't then IMHO there's no need for /etc/ld.so.conf.d/yate.conf
because yate itself already knows (/should now) to look in
/usr/local/lib.

Vice-versa if it's a useful library for other software you could
just install libyate.so to /usr/lib and avoid all the problems.
