Are both ports configured the same? Both E1? Or one is E1 and one T1?

Can you check with wanpipemon -g if the board is communicating without errors?

Do you have a signaling timeslot on the same port? Having MTP2 up would 
indicate that the lower layers work correctly.

I am asking because mu-law is usually set on T1 links and we saw cases when on 
T1 the link connection status was mis-detected (seen green on a T1 
accidentally connected to an E1!)
