Summary 0000273: Add protection when start/stop an external script syntax is wrong
Description It would be nice to have a protection when starting / stopping an external script from telnet if the syntax used is wrong.

Syntax used: "external script_name stop" - this will not stop the script on the contrary it will start with parameter 'stop'.
So if the parameter in the syntax after the script_name is 'start' or 'stop', the script should be started or stopped.

Actually "start" and "stop" may be valid parameters for scripts.

My proposal is that we make the operation name mandatory and we add another operation - perhaps "load" - to start a script even another instance was already running.

So "external whatever.php param" becames "external load whatever.php param" while "external whatever.php" will return an error.
