Summary 0000284: Yate counts SS7 CGB/CGBU with range=0 as valid
Description according to Q.763 (pt. 3.43a):
For the group blocking, unblocking and reset messages, range code 0 is reserved. Range code 0 is exclusively used by the circuit query and circuit query response messages.

But Yate can send CGB/CGBU with range=0 (and count it as valid), and it actually sends CGB with range=0 and hwfail=1 in case of some MGCP issues.

For incoming CGB/CGU:
Accepting range 0 can be inhibited by setting ignore-cgb-single and ignore-cgu-single to 'yes' in trunk's section in ysigchan.conf.

For sending CGB/CGU with range 0:
We didn't found out how to block a single circuit due to hardware failure.
UBL/BLK are used for maintenance oriented circuit (un)block.
